boost problem

my mates r is not getting full boost untill about 5k rpm,its running at 1bar with a bleed valve.we put the valve on my car tonight to check it and its fine.not running thru factory solenoid or anything.could it be a weak or stuck open actuator?thats what im gessing anyway.

Actuater is possible but im not sure they stick at certain positions or just fail completely if you know what i mean :?

Its not leaking pressure from any pipes etc?? Splits in pipes or intercooler??

P.s. Not a fan of bleed valves, from what ive read anyway, electronic all the way for me.
