Preloading the actuator whilst in place?

Is it possible (without being rediculously tricky) to increase the preload on the turbo's actuator whilst everything is in place?

I was thinking of removing the exhaust manifold heat sheild and having a go at it, but wondered if anyone here has had any success trying this?

I adjusted my actuator with everything in place.
It was very fiddly.
