tomei ARMS b7652 vs. hks gt-rs

hi,
after looking at these turbos and their details,i found them to be pretty much identical.however the tomei is good rated at 380ps,while the hks is rated at 400ps.my questions are:
1. is the tomei a rebadged hks gt-rs?
2. what would cause the power difference between the two?
3. do tomei use garrett cores(like hks)?

i dont know if anyone has brought this topic up.just thought it might be interesting.

I think tomei may just be underating their turbo or the hks housings are better.

The tomei ARMS B8446 is the goer if you ask me.

I would imagine it's around the same price as the smaller one aswell rated at 420hp with .86 housing. Thats what i would buy.

But those are WAAAY to expensive dude just buy a generic garrett turbo and save some pingas.

yeah,i would definitely buy the tomei 8446 but not for AUS$3200.would buy either the gt-rs from greenline or something similar from garrett.
