is it normal for a turbo to be tight to turn by hand if it has been sitting for 3 years?it turns but not freely like normal but it is smooth.could it just be oil that has dried out?

It should turn freely and easily. If it's tight, it sounds like it might be seizing.

if it's a standard tubby, may be the bearing surfaces have corroded.

or may be the seals have perished and expanded.

either way it's not going to last long :(
