Brake Pedal box

While upside down crawled in the footwell removing the brake pedal box, a piece of heavy metal plate fell off. This was stuck to the bolts holding the pedal box to the firewall.

Anyone knows the purpose of it ?

It does look a bit like a shim of some kind doesn't it? Stop the flex and give a bit more pressure on the master cylinder?
